一、Scope of implementation
The key areas are building materials, coking, alumina electrolytic aluminum, carbon, copper smelting, petrochemical industry, coal-making nitrogen fertilizer and steel in 7 channel cities of Jinan, Zibo, Jining, Dezhou, Liaocheng, Binzhou and Heze, as well as pharmaceutical and pesticide enterprises involved in VOCs emission. The building materials industry mainly includes cement, ceramics, refractories, brick, glass, rock wool and other industries.
Channel City shall, based on the provisions of the Action Plan for Comprehensive Air Pollution Control in autumn and Winter of 2019-2020 in The Beijing-Tianjin-Hebei Region and Surrounding Areas, formulate differentiated peak production plans for autumn and winter in accordance with this Circular. Non-transmission channel city can be combined with the actual, reference to develop local autumn and winter differentiated peak production plan. Support The Shandong Casting Industry Association to formulate specific implementation plan of the staggered peak production according to the notice requirements of the Ministry of Industry and Information Technology on the staggered peak production, give full play to the role of the industry association, strengthen coordination and cooperation among different regions, coordinate and urge enterprises to strengthen self-discipline and fulfill their social responsibilities.
二、Effective date
The staggered peak production will be implemented on November 15, 2019 solstice and March 15, 2020. According to the air quality improvement goal and heavy pollution weather forecast in heating period, each city can organize to formulate the regulation plan of off-peak production in combination with the actual situation, and define the industry and enterprise of off-peak production, as well as the specific regulation measures, time period and duration.
三、Implementing principle
(一)Adjust measures according to local conditions and adopt measures according to enterprises. Each city should adjust measures according to local conditions, adopt policies according to enterprises, scientifically formulate differentiated off-peak production plans and implement dynamic management. We will strengthen the prevention and control of pollution sources, and strictly prevent the occurrence of "one-size-fits-all" peak production and the expansion of its scope.
(二)Focus on key points and differentiated management. To implement differentiation of emergency management, the key industries of steel, coking, alumina, electrolytic aluminum, carbon, ceramic, glass, copper smelting, refining and petrochemical industry, pharmaceutical, pesticide enterprises, should refer to the ecological environment of printed and distributed to the heavy pollution weather key industries to make the technical guide emergency mitigation measures, strict rating procedures, detailed classification method, to determine A, B, C grade, implement differentiation management.
In principle, the production process, pollution control level and emission intensity of a-level enterprises should reach the national leading level, and no emission reduction measures should be taken during heavy pollution period. B-level enterprises should reach the provincial benchmark level and appropriately reduce emission reduction measures. Iron and steel enterprises with an annual capacity utilization rate of more than 120% in 2018 can appropriately increase the production limit ratio. For Grade C enterprises and other key industries that have not implemented performance classification, unified off-peak production measures shall be formulated in accordance with the relevant requirements of the Technical Guidelines for Emergency Emission Reduction Measures for Key Industries in Heavy Pollution Weather and in combination with local actual conditions. Enterprises that fail to discharge pollutants in a stable manner, fail to meet the requirements of pollutant discharge permit management, or fail to complete the comprehensive air pollution control tasks in autumn and winter on schedule shall not be included in the category of performance classification and shall adopt measures of suspending production or limiting production at the strictest level, which shall be counted as production lines.
(三)We will make overall plans to ensure people's wellbeing. If the off-peak production enterprise is involved in the task of ensuring the people's livelihood, such as heating, collaborative disposal of municipal waste or hazardous waste, it shall guarantee the basic needs of the people's livelihood, but it shall check and approve the maximum allowable production load according to the amount of task undertaken and report to the municipal government divided into districts for approval.
