Seven ministries and commissions have introduced 17 hard measures to support pig farming

Relevant officials of the Ministry of Agriculture and Rural Affairs introduced that these policies and measures include the following aspects:
In terms of infrastructure, appropriate subsidies will be given to the construction, renovation and expansion of pig breeding farms, large-scale pig farms (households) and the reconstruction of large-scale pig farms (households) in forbidden zones by the end of 2020, and support will be given to the construction of infrastructure such as animal epidemic prevention, manure and sewage treatment, breeding environment control and automatic feeding. In 2019, we will appropriately increase the amount of incentive funds allocated to large counties to support pig production and development, animal epidemic prevention and control, and the construction of circulation infrastructure.
In terms of loan discount, the term of implementation of working capital loan discount of breeding and large-scale pig farms will be extended to December 31, 2020. During the extended period, the construction funds for new construction, renovation and expansion of pig farms that meet the requirements will be included into the support scope.
In terms of insurance, from May 1, 2019 solstice to December 31, 2020, the amount of insurance for breeding sows will be temporarily increased from 1000-1200 yuan to 1500 yuan, and the amount of insurance for fertilizing pigs will be increased from 500-600 yuan to 800 yuan. We encourage qualified places to hold the time window and continue to carry out and expand the pilot price insurance for pigs.
In terms of manure treatment, we will expand the scope of projects to promote resource utilization of livestock and poultry manure throughout the county. By 2020, we will select 100 non-livestock counties with more than 100,000 pig stocks to carry out resource utilization of livestock and poultry manure.
In terms of subsidy, in 2019, we will implement the subsidy for superior pig breeds, and the subsidy standard will not exceed 40 yuan per sow per year. The subsidy for compulsory culling of African swine fever should be paid semi-annually instead of annually. Counties and cities should pay the subsidy within three months after the allocation of central and provincial financial funds. We will strengthen the overall planning role of provincial finance. Counties and cities that have difficulties in ensuring funding for the prevention and control of African swine fever, in implementing policies and measures such as stabilizing pig production and compulsory culling subsidies, can reduce or cancel the proportion of their financial contributions.
As for the land used for pig breeding, the land used for pig breeding shall be managed according to the agricultural land, and there is no need to go through the examination and approval procedures for construction land. On the premise of not occupying permanent basic farmland, the space of land used for pig breeding shall be reasonably arranged, and the land used for pig breeding shall be allowed to use general cultivated land. Land used for production facilities such as pig breeding pens, passageways in the farm area and green isolation zones shall be determined according to the scale of breeding, the scale of land used for ancillary facilities shall be increased, the limit of 15 mu shall be abolished, and land used for waste treatment and other facilities used for pig breeding and production shall be guaranteed.
In terms of the designation of prohibited zones, the zones shall be demarcated in a scientific way according to law, and other rules and normative documents other than national and local laws and regulations shall not be used as the basis for the designation of prohibited zones. In terms of mortgage loans, pilot projects have been carried out in Liaoning, Henan, Guangdong and Chongqing for mortgage loans for land management rights, farming pens and large breeding machinery. We will support areas with conditions such as live pig mortgage registration and circulation to actively and steadily carry out live pig mortgage trials in accordance with the principles of marketization and risk control. For pig breeding farms (local pig breeding farms), pig breeding farms and slaughtering and processing enterprises that meet the requirements for credit granting but temporarily encounter operational difficulties, loans may not be restricted, withdrawn or cut off blindly.
In terms of agricultural machinery, all the machinery and tools suitable for pig production within the range of national agricultural machinery purchase subsidies shall, in principle, be included in the scope of provincial subsidies, and agricultural machinery and equipment, such as automatic feeding, environmental control, epidemic prevention and control, and waste disposal, shall be fully supplemented for pig farms (households).
