　　Notice of the General Office of the Ministry of Agriculture on the Supervision and inspection of feed and Feed additive manufacturers

In order to strengthen the supervision and administration of feed and feed additive manufacturers, standardize their production behaviors and improve product quality and safety, the Ministry will organize the supervision and inspection of feed and feed additive manufacturers in November 2013. The relevant matters are hereby notified as follows.

　　一、test object

　　There are 100 feed and feed additive manufacturers in 16 provinces and municipalities directly under the Central Government, including Hebei, Liaoning, Jilin, Jiangsu, Anhui, Fujian, Jiangxi, Shandong, Henan, Hubei, Hunan, Guangdong, Chongqing, Sichuan, Yunnan and Shaanxi. The inspected enterprise is determined by my department, and the grouping of inspection group is shown in the attachment.

　　二、examination content

　　（一）Production licensing of feed and feed additives by feed administrative departments at the provincial level;

　　三、time arrangement

　　A preliminary inspection meeting will be held in early November (notice will be issued separately). The inspection shall be carried out from the beginning of November to the end of November, and the inspection results shall be summarized in December.

　　四、relevant requirement

　　（一）After confirmation of the inspected enterprise, no replacement shall be allowed.

　　（二）Tested province feed management department should report to the team in the region since December 2012, carry out the work of feed and feed additives production enterprise license basic situation, including feed production license expert review board construction situation, the basic work of feed and feed additives production license procedures and practices as well as the outstanding problems that exist in the work, etc.; The inspection team shall also be provided with the following materials: application materials for the production license of feed and feed additives of the inspected enterprise retained by the provincial feed management department; Copy of the on-site Review Form of production License for Feed and Feed Additives.

　　（三）The inspection team shall, in combination with the on-site inspection of the inspected enterprise, evaluate the effectiveness of the permit work of the provincial feed management department of the inspected enterprise, timely feed the inspected provincial feed management department of the inspection situation and suspected irregularities of the enterprise, and put forward relevant Suggestions.

　　（四）All relevant provincial feed management departments shall deal with the illegal behaviors found in the inspection seriously according to law and submit the results to the Animal husbandry Department of the Ministry in a timely manner.

　　（五）The inspection team shall submit the inspection report before November 30, which shall include the evaluation of the implementation license of the provincial feed management department under inspection, the prominent problems existing in the production license of feed and feed additives, and Suggestions on strengthening the production license of feed and feed additives.
